what should be the agreement terms for tamilnadu to come forward for talks on a new dam at mullaperiyar?
1.Non stop water supply throughout the year.If kerala fails to provide water all the days due to any cause,Kerala Government should make alternative arrangements of water supply via tankers,trains etc to TN.The railway ministry should exclusively arrange tanker train facility(at least 50 Nos and all those should be on "stand by" always).
2.A special authority should be constituted under the control of kerala government exclusively to deal with the water from mullaperiyar to TN.
3.TN should have to set up a high power monitoring committe for ensuring the regular supply of water without fail.Reports on supply of water should be updated daily on web.
4.All the expenses including all the eating and meeting of TN high power committe should be met by Kerala.VVIP protection(prefarably "z" category) security has to be given to committe members by the central government.
5.Kerala or central government should provide insurance to all tamil people who uses the water from mullaperiyar for cultivation and other purposes.United nations may urgently be called for a meeting to fix the amount of compensation if any problem occurs by non supply of water.
6.non supply of water from new dam will be considered as a criminal offense and a new bill should be made in parliament to sack any ruling government in kerala if TN government files a displeasure notice regarding non supply of water.
7.Kerala should provide compensation if cultivation in the mullaperiyar watery area in TN would be loss in all the coming years till 2099.
8.If the present dam collapses before the construction of new dam,TN shall not be blamed at any costs.No politicians or people in kerala should not react in anyway.
9.Kerala should make arrangement of supplying dead bodies of people dying in flood(if dam bursts) for medical colleges in TN for study purpose.
10.TN has the complete right to add New clauses to the new agreement.This right will be unique right and it cannot be quashed by Indian Parliament/Supreme Court or UNO.
